Lawyers representing David Meehan in the civil case said counselors at the Sununu Youth Services Center, formerly the Youth Development Center, or YDC, raped him hundreds of times, kept him in solitary confinement for months, and beat him routinely while he was at the facility from 1995 through 1999.
