from &#8220;critical&#8221; as 2nd man arrested over tube attack"},"content":{"rendered":"<p class=\"story-body__introduction\">A second man has been arrested in connection with Friday&#8217;s attack on a London Tube train, police said.<\/p>\n<p>The 21-year-old man was arrested in Hounslow, west London, on Saturday night on suspicion of a terror offence and is in custody in south London.<\/p>\n<p>An 18-year-old man is also being held on suspicion of a terror offence over the Parsons Green explosion.<\/p>\n<p>The terror threat level has now been lowered to &#8220;severe&#8221; from &#8220;critical&#8221;, Home Secretary Amber Rudd has said.<\/p>\n<p>This means an attack is highly likely, and follows the terror threat level temporarily being raised to critical, meaning an attack may be imminent, on Friday evening.<\/p>\n<p>Police are searching a residential address in Stanwell, Surrey, in connection with the 21-year-old man&#8217;s arrest.<\/p>\n<p>Ms Rudd said that over the next few days the military would return to their original positions.<\/p>\n<p>She said the police had made &#8220;good progress&#8221; in the investigation but urged &#8220;everybody to continue to be vigilant but not alarmed&#8221;.<\/p>\n<p>Assistant Metropolitan Police Commissioner Mark Rowley said police had gained a &#8220;greater understanding&#8221; of how the bomb was prepared but said there was &#8220;still much more to do&#8221; in the investigation.<\/p>\n<p>Speaking to the Andrew Marr Show earlier, Ms Rudd said there was &#8220;no evidence&#8221; to suggest so-called Islamic State were behind the attack.<\/p>\n<p>&#8220;But as this unfolds and as we do our investigations, we will make sure we find out how he was radicalised if we can,&#8221; she said.<\/p>\n<p>Of the 30 people injured in Friday&#8217;s attack, one remains in hospital, NHS England said.<\/p>\n<p>Police are continuing to search a house in Sunbury-on-Thames in Surrey.<\/p>\n<p>It is thought the 18-year old, who was arrested in the port of Dover on Saturday morning, lives there.<\/p>\n<p>The BBC&#8217;s home affairs correspondent Dominic Casciani, who is at the scene, said a large number of officers have been working inside the property and a forensics tent is in place in the back garden.<\/p>\n<p><a href=\"http:\/\/worldjusticenews.com\/news\/wp-content\/uploads\/2017\/09\/search-of-property-in-Sunbury-on-Thames.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-9176\" src=\"http:\/\/worldjusticenews.com\/news\/wp-content\/uploads\/2017\/09\/search-of-property-in-Sunbury-on-Thames.jpg\" alt=\"search of property in Sunbury on Thames\" width=\"624\" height=\"351\" srcset=\"https:\/\/worldjusticenews.com\/news\/wp-content\/uploads\/2017\/09\/search-of-property-in-Sunbury-on-Thames.jpg 624w, https:\/\/worldjusticenews.com\/news\/wp-content\/uploads\/2017\/09\/search-of-property-in-Sunbury-on-Thames-300x169.jpg 300w\" sizes=\"auto, (max-width: 624px) 100vw, 624px\" \/><\/a><\/p>\n<p>The house belongs to an elderly couple known for fostering hundreds of children, including refugees.<\/p>\n<p>Ronald Jones, 88, and Penelope Jones, 71 were rewarded for their service to children when they were\u00a0<a class=\"story-body__link\" href=\"http:\/\/news.bbc.co.uk\/1\/hi\/england\/surrey\/8435449.stm\" target=\"_blank\" rel=\"noopener\">made MBEs in 2010<\/a>.<\/p>\n<p>The couple are said to be staying with friends following the police raid, during which surrounding houses were evacuated.<\/p>\n<p>Friend Alison Griffiths said the couple had an 18-year-old and a 22-year-old staying with them recently.<\/p>\n<p>She described Mr and Mrs Jones as &#8220;great pillars of the community&#8221;, adding: &#8220;They do a job that not many people do.&#8221;<\/p>\n<p>Shadow Home Secretary Diane Abbott raised concerns about police resources amid a rise in terrorist attacks.<\/p>\n<p>She told BBC Breakfast that cuts in policing have &#8220;possibly jeopardised our ability to respond to terrorism&#8221;.<\/p>\n<p>But Ms Rudd said the government is &#8220;committed to making sure the security services and the police have the right resources&#8221;.<\/p>\n<p>She announced \u00a324m of funding for counter-terrorism operations across the country.<\/p>\n<p>She added that US President\u00a0<a class=\"story-body__link-external\" href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/908642277987356673\" target=\"_blank\" rel=\"noopener\">Donald Trump&#8217;s<\/a>\u00a0suggestion that the terrorist behind the attack was &#8220;in the sights of Scotland Yard&#8221; was &#8220;pure speculation&#8221;.<\/p>\n<p>The police urge anyone with information to get in touch and to upload pictures and video to the website\u00a0<a class=\"story-body__link-external\" href=\"http:\/\/www.ukpoliceimageappeal.co.uk\/\" target=\"_blank\" rel=\"noopener\">www.ukpoliceimageappeal.co.uk<\/a>\u00a0or to call the Anti-Terrorist Hotline on 0800 789 321.<\/p>\n<p><strong>Analysis By BBC home affairs correspondent Dominic Casciani<\/strong><\/p>\n<p>The lowering of the threat level is an important sign.<\/p>\n<p>It means that intelligence chiefs have looked at the developing picture in the Met&#8217;s huge operation &#8211; and other threads we will never see, from perhaps MI5 and GCHQ &#8211; and concluded that detectives now have a good handle on what happened on Friday at Parsons Green.<\/p>\n<p>Or, to put it another way, the threat level would not have been reduced if anyone within the counter-terrorism network still thought there was a bomber, or accomplices, on the loose.<\/p>\n<p>This is not the same as an &#8220;all clear&#8221;
