Mark Meadows asked the Trump administration to rescind 2011\u00a0campus sexual assault guidelines, <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/2016\/12\/30\/rep-meadows-targets-campus-rape-rule\/95937320\/\">USA Today reports<\/a>. Meadows said the guidelines, \u201cdeny the often-innocent accused basic due process rights.\u201d<\/p>\n<p>Meadows released a report on 230 rules he wants changed\/repealed by Trump in the first 100 days, then added 70 additional rules.<\/p>\n<p>Meadows\u2019 writes the guidance \u201chas pressured colleges to spend hundreds of millions of dollars and to create vast campus bureaucracies\u201d to investigate assault\/rape, \u201cthe incidence of which may be overstated.\u201d The guidance \u201cvirtually\u00a0dictates one-size-fits-all procedures which provide less protection to the accused,\u201d the report claims, and denies rights of \u201cthe often-innocent accused.\u201d<\/p>\n<p>Sofie Karasek, director of education at End Rape on Campus, said\u00a0\u201cThere is a huge amount of evidence that campus sexual assault is a problem,\u201d and little evidence of false rape accusations.<\/p>\n<p>Karasek said, \u201cThe number of false rape accusations is between 2% and 8% \u2014\u00a0on par with the rate of false accusations for other crimes.\u201d<\/p>\n<p>As to colleges spending,\u00a0\u201chundreds of millions of dollars,\u201d Karasek called that into question, saying what\u2019s true is, \u201cthere are certainly many schools that are using their resources to address this problem \u2014 they are using resources in order to keep their students safe and ensure they have equal access to education.\u201d<\/p>\n<p>Last year, Mollie Benz Flounlacker, vice president of the Association of American Universities, said the onus on school\u2019s to deal with sexual assault based on a \u201cpreponderance of evidence\u201d instead of \u201cbeyond a reasonable doubt\u201d standard in criminal cases created confusion.<\/p>\n<p>Though the guidance was not issued through a formal rulemaking process, it is treated as \u201ccompliance requirements under the law,\u201d Flounlacker said. \u201cIt is essential that all stakeholders, including colleges and stakeholder groups, be allowed to comment on and inform policies.\u201d<\/p>\n<p>The AAU published a survey of 27 campuses in 2015 that said almost 25% of female undergraduates reported some form of sexual assault or sexual misconduct.<\/p>\n<p>It remains to be seen how the House Freedom Caucus will vote on this issue, Alyssa Farah, the caucus communication director, said, \u201cWhile the Freedom Caucus strongly supports undoing President Obama\u2019s harmful regulatory regime, the group did not assist in the drafting of this report and has not yet taken an official position in support of it.\u201d<\/p>\n<p>Trump, who denies many claims that he sexually assaulted women, is likely to be sympathetic to Meadows\u2019 perspective.<\/p>\n<p>&nbsp;<\/p>\n<p>Source <a href=\"http:\/\/latest.com\/2016\/12\/gop-rep-uses-false-numbers-to-claim-campus-rape-overstated-unfair-to-often-innocent-accused\/?utm_source=dlvr.it&amp;utm_medium=twitter\" target=\"_blank\">latest.com<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\">&nbsp; Incoming Freedom Caucus chairman and NC Rep.
