According to the Charlotte Observer, the bill would require anyone selling computers or other devices that connect to the internet to install \u201ca digital blocking capability that renders obscenity inaccessible.\u201d<\/p>\n<p>The bill, called the \u201cHuman Trafficking Prevention Act,\u201d was pre-filed earlier this month by Republican state Rep. Bill Chumley.<\/p>\n<p>The Observer also notes that sellers \u2014 and buyers \u2014 could pay a $20 per device to remove the filter. Money collected would go to Attorney General\u2019s office and would be used to fight human trafficking.<\/p>\n<p>According to Chumley, he hopes the bill would prevent children from viewing explicit material.<\/p>\n<p>\u201cIf we could have manufacturers install filters that would be shipped to South Carolina, then anything that children have access on for pornography would be blocked,\u201d Chumley told GoUpState.com. \u201cWe felt like that would be another way to fight human trafficking.\u201d<\/p>\n<p>\u201cIt\u2019s where almost everybody has access to a computer now. It\u2019s porn on demand,\u201d Chumley added. \u201cWe have to start somewhere. \u2026 We\u2019re bringing attention to it. We\u2019re not being political.
