{"id":31437,"date":"2026-10-07T05:20:16","date_gmt":"2026-10-07T09:20:16","guid":{"rendered":"https:\/\/worldjusticenews.com\/news\/?p=31437"},"modified":"2026-10-07T05:20:16","modified_gmt":"2026-10-07T09:20:16","slug":"report-finds-clear-human-rights-failures-in-southern-scotland","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2026\/10\/07\/report-finds-clear-human-rights-failures-in-southern-scotland\/","title":{"rendered":"Report finds &#8216;clear human rights failures&#8217; in southern Scotland"},"content":{"rendered":"<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b>A new report has found &#8220;clear human rights failures&#8221; across the south of Scotland with basic obligations on food, health and housing not being met.<\/b><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The study was carried out over eight different local authority areas which are home to more than a million people.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Scottish Human Rights Commission (SHRC) concluded that the biggest challenge was accessibility as, even if services did exist, they were often unreachable in practice.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Deputy First Minister Jenny Gilruth said the Scottish government already offered free transport for a range of groups, while public service reform represented an opportunity to &#8220;push power out&#8221; to communities around the country.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-l7emlr-ComponentWrapper e1aon0op1\" data-block=\"flourish\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div class=\"ssrcss-147e9zi-FlourishWrapper eockrme0\">\n<div id=\"30474168\">\n<div data-component=\"include-html\"><iframe loading=\"lazy\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/30474168\/embed?auto=1\" width=\"700\" height=\"875\" frameborder=\"0\" scrolling=\"no\" data-mce-fragment=\"1\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p>&nbsp;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In February and March, the SHRC visited communities including Stranraer, Ayr, Dumfries, Kilmarnock, Hamilton, Irvine, Arran, Galashiels, Kelso, Dalkeith, Haddington, Melrose, Ardrossan and Tranent.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Overall, the south of Scotland is a region where many communities and duty bearers are working hard to protect dignity and their human rights, often in difficult circumstances,&#8221; its report concluded.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;But we have also found clear human rights failures.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;In many areas, rights are not improving. In several areas, they are getting worse.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Prof Angela O&#8217;Hagan, who chairs the commission, said the report highlighted the &#8220;gaps&#8221; between rights everyone was entitled to and the &#8220;lived reality&#8221; in southern Scotland.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She said it was &#8220;call to action&#8221; for everyone who managed and delivered services with people in the area feeling &#8220;distant from decision making&#8221;.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"links\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div class=\"ssrcss-1gccci3-Stack e1y4nx260\">\n<ul class=\"ssrcss-94r6ik-Stack e1y4nx260\" role=\"list\">\n<li class=\"ssrcss-qzx51b-LinkItem e3eyuya1\">\n<div class=\"ssrcss-1gccci3-Stack e1y4nx260\">\n<p class=\"ssrcss-7zrqh4-LinkHeadline e3eyuya4\"><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ck3rey58yw80o\" target=\"_blank\" rel=\"noopener\"><span aria-hidden=\"false\">Wheelchair users hit by shortage of accessible taxis<\/span><\/a><\/p>\n<\/div>\n<\/li>\n<li class=\"ssrcss-qzx51b-LinkItem e3eyuya1\">\n<div class=\"ssrcss-1gccci3-Stack e1y4nx260\">\n<p class=\"ssrcss-7zrqh4-LinkHeadline e3eyuya4\"><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-scotland-south-scotland-62222136\" target=\"_blank\" rel=\"noopener\"><span aria-hidden=\"false\">I clocked up 7,500 miles getting maternity care<\/span><\/a><\/p>\n<\/div>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The report includes a string of case studies which highlight areas of concern, such as the variation of service provision depending on where people live.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Donald worked as landscape gardener before suffering from a stroke and later contracting Lyme disease after being bitten by a tick.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He said a locum neurologist referred him to a specialist clinic in another south of Scotland health board, but he was rejected because he didn&#8217;t live in the right area.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;We don&#8217;t have a national health service, we&#8217;ve got a regional health service,&#8221; he said.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;I&#8217;m just left in limbo, unable to work and unable to get better, even though I know there&#8217;s a solution out there.&#8221;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Another section of the report highlighted the plight of one woman trying to find the right health care for her husband.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But she found navigating services for the former soldier to be &#8220;impossible&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;He was trapped in the health care system here, and he became suicidal,&#8221; to communities<\/figure>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p>&nbsp;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">During a visit to Dumfries this week, Gilruth said part of the issue of people feeling distant from government was about geography, which was a &#8220;matter of fact&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, she said public service reform was a chance to give more power to communities.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;We&#8217;ve got a new prime minister coming into power with a devolution agenda, so we expect further powers to flow back to Scotland and with that commensurate funding,&#8221; she said.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;But we then as a parliament, as a government, have an opportunity to work on how we push that power out of Edinburgh and down into our communities.&#8221;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"subheadline\">\n<div class=\"ssrcss-usmnse-Spacer e1aon0op0\">\n<div data-testid=\"subheadline\">\n<h2 id=\"Economic-potential\" class=\"ssrcss-1sc9t00-Heading e10rt3ze0\" tabindex=\"-1\"><span role=\"text\">Economic potential<\/span><\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\" data-block=\"text\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The deputy first minister said that was an issue across Scotland with people even feeling disconnected from parts of their own region.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Gilruth agreed that transport was &#8220;challenging&#8221; in the area but added that the government already funded bus travel for under 22s, over 60s and those with disabilities.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;There are other issues in this part of the world around about some of these bus routes simply not existing anymore,&#8221;
