{"id":29596,"date":"2025-07-05T04:42:14","date_gmt":"2025-07-05T08:42:14","guid":{"rendered":"https:\/\/worldjusticenews.com\/news\/?p=29596"},"modified":"2025-07-05T04:42:14","modified_gmt":"2025-07-05T08:42:14","slug":"first-person-sentenced-for-encouraging-serious-self-harm-online","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2025\/07\/05\/first-person-sentenced-for-encouraging-serious-self-harm-online\/","title":{"rendered":"First person sentenced for encouraging serious self-harm online"},"content":{"rendered":"<p>A 23-year-old man who convinced his victim to attempt suicide and seriously self-harm online has become the first person sentenced under new internet safety laws.<\/p>\n<p><strong><em>Warning: This story contains details of encouraging self-harm and suicide which some readers might find disturbing<\/em><\/strong><\/p>\n<p>Tyler Webb, from Loughborough, Leicestershire, was sentenced to nine years and four months imprisonment, subject to a hospital order.<\/p>\n<p>He will be taken back to the secure mental health hospital where he is being treated in Chesterfield.<\/p>\n<p>Once his doctors decide he is well enough to be discharged, he will serve out whatever time he has left in prison and will then be assessed by a board as to whether he is fit to be released.<\/p>\n<p>Webb is the first person in the country to be charged with encouraging serious self-harm online under Section 184 of the\u00a0<a href=\"https:\/\/news.sky.com\/topic\/online-safety-bill-9754\/1\"><strong>Online Safety Act 2023<\/strong><\/a>.<\/p>\n<p>He was also charged with encouraging suicide and\u00a0<a href=\"https:\/\/news.sky.com\/story\/man-admits-urging-vulnerable-woman-to-seriously-self-harm-and-kill-herself-13364574\"><strong>pleaded guilty to both charges in May<\/strong><\/a>.<\/p>\n<p>During the sentencing at Leicester Crown Court, Webb was flanked by six officers and spent most of the hearing on the floor, which the defence described as a coping mechanism for his mental health issues.<\/p>\n<div class=\"sdc-article-widget sdc-article-image\">\n<figure class=\"sdc-article-image__figure\">\n<div class=\"sdc-article-image__wrapper\" data-aspect-ratio=\"16\/9\"><img decoding=\"async\" class=\"sdc-article-image__item\" src=\"https:\/\/e3.365dm.com\/24\/01\/768x432\/skynews-leicester-crown-court_6424772.jpg?20240117154625\" sizes=\"(min-width: 1024px) 1024px, 100vw\" srcset=\"https:\/\/e3.365dm.com\/24\/01\/384x216\/skynews-leicester-crown-court_6424772.jpg?20240117154625 380w, https:\/\/e3.365dm.com\/24\/01\/768x432\/skynews-leicester-crown-court_6424772.jpg?20240117154625 760w, https:\/\/e3.365dm.com\/24\/01\/1600x900\/skynews-leicester-crown-court_6424772.jpg?20240117154625 1024w, https:\/\/e3.365dm.com\/24\/01\/2048x1152\/skynews-leicester-crown-court_6424772.jpg?20240117154625 2048w\" alt=\"Leicester Crown Court\" \/><\/div><figcaption class=\"ui-media-caption\"><span class=\"ui-media-caption__caption-text\">Leicester Crown Court. (Image: PA)<\/span><\/figcaption><\/figure>\n<\/div>\n<p>&nbsp;<\/p>\n<p><strong>Grooming his victim<\/strong><\/p>\n<p>After meeting his victim &#8211; who cannot be named for legal reasons &#8211; in an online forum dedicated to mental health last year, Webb began grooming her over several weeks and persuaded her to self-harm.<\/p>\n<p>The resulting injury had to be treated in hospital with stitches.<\/p>\n<p>The victim sent Webb a photograph of her injury, which prosecutors said showed he knew he had power over her.<\/p>\n<p>He repeatedly instructed her to self-harm and got annoyed when she did it without being told to, meaning he couldn&#8217;t watch.<\/p>\n<p>Webb then convinced his victim to kill herself over a live video call while he watched. The suicide attempt failed, but only by chance, and the woman passed out on the call.<\/p>\n<p>When she came to, Webb told her to try again.<\/p>\n<p>The judge on Friday described Webb&#8217;s actions as &#8220;sexually motivated&#8221; said DC Lauren Hampton from Leicestershire Police.<\/p>\n<p>When she did that, the effect that he had had on her continued, and Webb&#8217;s victim followed his instructions again.<\/p>\n<blockquote>\n<h4>What is the Online Safety Bill and what offences does it cover?<\/h4>\n<p>The Online Safety Bill came into law in October 2023 with the aim to help keep inappropriate and potentially dangerous content away from vulnerable eyes.<\/p>\n<p>It does this by imposing rules on search services and platforms that allow users to post content online or to interact with each other &#8211; think Meta, Apple and Wikipedia.<\/p>\n<p>A number of new offences have been introduced by the bill, including encouraging or assisting serious self-harm, cyberflashing, and epilepsy trolling &#8211; deliberately sending an image or video designed to trigger a seizure in people with epilepsy.<\/p>\n<p>As part of implementing the bill, independent regulator Ofcom has set out a series of child safety rules which will come into force for social media, search and gaming apps and websites on 25 July.<\/p>\n<p>The rules aim to prevent young people from encountering the most harmful content relating to suicide, self-harm, eating disorders and pornography.<\/p>\n<p>Companies found to be in breach of the bill can be fined up to \u00a318m or 10% of their annual global turnover.<\/p><\/blockquote>\n<p>This further suicide attempt resulted in her being in intensive care for several days, according to DC Hampton.<\/p>\n<p>&#8220;This wasn&#8217;t some sort of fantasy or role play,&#8221; said Mr Johnson of the CPS.<\/p>\n<p>&#8220;A search of Tyler Webb&#8217;s digital devices showed that he had drawings and images depicting hangings and decapitations and sexual violence against women.&#8221;<\/p>\n<p>A statement by Webb&#8217;s victim that was read out in court said: &#8220;My life is ruined. My mind and body have been severely damaged. I think about it every day.<\/p>\n<p>&#8220;There will never be another second on this earth where I don&#8217;t have to live with the pain of what happened.&#8221;<\/p>\n<p>The police praised her bravery in coming forward and said she may well have saved the lives of other women.<\/p>\n<p><strong>Why is the sentencing so significant?<\/strong><\/p>\n<p>This sentencing isn&#8217;t just an important moment for Webb&#8217;s victim, who police say likely saved others from being targeted by the predator; it is also the first time the 2023 Online Safety Act has been tested in court.<\/p>\n<p>&#8220;This conviction shows that we have an effective new tool to use against people who are determined to cause this sort of harm online,&#8221; said Mr Johnson.<\/p>\n<p>Although encouraging suicide has been a criminal offence since 1961, encouraging self-harm online only became a specific offence two years ago.<\/p>\n<p>Since Webb&#8217;s charge on 12 July 2024, others have been arrested and charged with the new offence.<\/p>\n<p>&#8220;The internet proliferates offending, allowing access to extreme materials and instant communication with others that can both facilitate genuine predators, and lead sick and vulnerable individuals to commit terrible crimes,&#8221; said criminal defence lawyer Marcus Johnstone of PCD Solicitors, who specialises in sexual crimes.<\/p>\n<p>&#8220;Webb&#8217;s conviction means he can now get the treatment he needs, but there are many others like him and there are neither the resources nor the facilities to stop them all.&#8221;<\/p>\n<p><strong>Anyone feeling emotionally distressed or suicidal can call Samaritans for help on 116 123 or email\u00a0<a href=\"mailto:jo@samaritans.org\">jo@samaritans.org<\/a>\u00a0in the UK.
