class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Calls are growing to ban smartphones in schools in England by law, as education experts and unions back an MP\u2019s attempt to push a new law through Parliament.<\/b><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Children \u201cdoomscrolling for hours a day\u201d is causing widespread harm, according to Josh MacAlister, the Labour MP and former teacher behind the private member&#8217;s bill being introduced in the House of Commons on Wednesday.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Most schools in England already have a ban or restrictions on phone use, after\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-68334602\" target=\"_blank\" rel=\"noopener\">government guidance was introduced<\/a>\u00a0earlier this year.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But Mr MacAlister wants to turn the guidance into law, as well as bringing in what he calls \u201cseatbelt legislation\u201d for children\u2019s social-media use.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">MPs could debate the proposals in the new year, if there is enough parliamentary time.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Private members&#8217; bills rarely make it into law without government backing but they are an opportunity for backbenchers to raise an issue\u2019s profile.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">And the Safer Phones Bill adds momentum to growing calls to restrict children\u2019s smartphone use,\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj4d0zdj45jo\" target=\"_blank\" rel=\"noopener\">with local schools coming together<\/a>\u00a0to revise their phone policies and\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ckg2r4rxjd9o\" target=\"_blank\" rel=\"noopener\">parent groups joining forces<\/a>\u00a0to delay giving their child a smartphone.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cjd5z24d89vo\" target=\"_blank\" rel=\"noopener\">Some of those in favour of smartphones<\/a>\u00a0say they provide good opportunities for child development, including socialising, and there is little evidence supporting restrictions of devices in schools.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr MacAlister, the MP for Whitehaven and Workington, is using the bill to call for:<\/p>\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">a legal requirement for all schools to be mobile-free zones<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">the age online companies can receive data consent from children without permission from parents to be raised from 13 to 16<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ofcom\u2019s powers to be strengthened so it can enforce a code of conduct to prevent children being exposed to apps and services\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/technology-44640959\" target=\"_blank\" rel=\"noopener\">\u201caddictive by design\u201d<\/a><\/p>\n<\/li>\n<\/ul>\n<\/div>\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">further regulation of the design, supply, marketing and use of mobile phones by under-16s, if needed<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cCountries around the world are now taking bold action and our children risk being left behind,\u201d Mr MacAlister, who\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-61509043\" target=\"_blank\" rel=\"noopener\">previously led an independent review into children\u2019s social care<\/a>, said.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;It\u2019s time to have the national debate here in the UK.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The bill is being backed by former Conservative Education Secretary Kit Malthouse MP, the current and former children\u2019s commissioners and a coalition of parents\u2019 campaign groups, school leaders, children\u2019s Demwi is also smiling and her black hair is tied back in a bun. \" width=\"919\" height=\"518\" \/><\/picture><\/span><\/div><figcaption class=\"ssrcss-1kk6ucf-StyledFigureCaption ehbdhz00\">\n<div class=\"ssrcss-y7krbn-Stack e1y4nx260\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Year 11 students Emilia and Dewmi were shocked with their school\u2019s decision to ban phones but now fully support the idea (Image: BBC\/Branwen Jeffreys)<\/p>\n<\/div>\n<\/figcaption><\/figure>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p>&nbsp;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Association of School and College Leaders general secretary Pepe Di\u2019lasio said: \u201cIt is not enough to rely solely on parents and schools teaching children about the dangers of smartphones.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cWe have reached a point where regulation is required over their sale and the conduct of online platforms.\u201d<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ormiston Chadwick Academy, in Cheshire, became a phone-free school at the start of this term.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Principal Jennifer Lowry-Johnson says the school has always had a no-phone policy, where devices were put away in bags or \u201cout of sight\u201d in blazer pockets, but the distraction was still there.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Now, pupils who bring in a phone must put it in a locked box for the day.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cI have seen a huge increase in the number of students coming to access lunchtime football,\u201d Ms Lowry-Johnson says, as well as fewer students wanting to go to the toilet at breaktime and during lessons \u201cto check notifications\u201d.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cWe have already seen over a 50% reduction in the number of safeguarding referrals made with regards to social media and content that we would deem inappropriate,&#8221; she adds.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h2 id=\"No-more-social-media-drama\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\" tabindex=\"-1\"><span role=\"text\">&#8216;No more social media drama&#8217;<\/span><\/h2>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">When the policy was announced, Year 11 student Emilia could not believe the school was going to take her phone off her but now says: \u201cIt&#8217;s basically taken my anxiety away from me.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cMy friend group used to be very volatile, with social media drama,&#8221; she says.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;It used to kick off between girls.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Now, we have gotten closer.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;People who used to cause drama no longer have a place to put it.\u201d<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Her friend Dewmi agrees and says her parents have noticed she has been studying \u201ca lot more&#8221;
