{"id":27676,"date":"2024-05-08T06:12:58","date_gmt":"2024-05-08T10:12:58","guid":{"rendered":"https:\/\/worldjusticenews.com\/news\/?p=27676"},"modified":"2024-05-08T06:12:58","modified_gmt":"2024-05-08T10:12:58","slug":"social-media-sites-could-be-banned-for-under-18s-for-not-complying-with-new-uk-online-safety-rules","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2024\/05\/08\/social-media-sites-could-be-banned-for-under-18s-for-not-complying-with-new-uk-online-safety-rules\/","title":{"rendered":"Social media sites could be banned for under-18s for not complying with new UK online safety rules"},"content":{"rendered":"<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Ofcom has warned social media sites they could be banned for under-18s if they fail to comply with new online safety rules.<\/b><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The media regulator has published draft codes of practice which require tech firms to have more robust age-checking measures, and to reformulate their algorithms to steer children away from material they should not see.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But parents of children who died after exposure to harmful online content have described Ofcom&#8217;s new rules as &#8220;insufficient&#8221; &#8211; one told the BBC change was happening &#8220;at a snail&#8217;s pace.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In statements, Meta and Snapchat said they had extra protections for under-18s, and offered parental tools to control what children can see on their platforms.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Other firms have not responded to a BBC request for comment.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ofcom boss Dame Melanie Dawes said any company that broke the draft codes of practice would be &#8220;named and shamed&#8221;, and she made clear tougher action such as banning social media sites for children would also be considered.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Speaking to BBC Breakfast, Esther Ghey &#8211; whose daughter Brianna was murdered, aged 16, by two teenagers in February 2023 &#8211; said she believed Ofcom &#8220;really did care&#8221; about trying to get regulation right.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But she said the full extent of the problem remained unknown.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">\u201cI wonder how many children are actually struggling with their mental health, how many of them have been affected by self-harm that we don\u2019t actually know about,\u201d she said.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Lisa Kenevan, whose son Isaac died aged 13 after taking part in a &#8220;black out&#8221; challenge online, said the pace of change was not fast enough.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;The sad thing is the snail&#8217;s pace that is happening with Ofcom and social media platforms taking responsibility, the reality is there&#8217;s going to be more cases,&#8221; she told BBC Breakfast.<\/p>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It is Ofcom&#8217;s job to enforce\u00a0<a class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/technology-67221691\" target=\"_blank\" rel=\"noopener\">new, stricter rules<\/a>\u00a0following the introduction of the Online Safety Act &#8211; these codes set out what tech firms must do to comply with that law.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ofcom says they contain more than 40 &#8220;practical measures.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The centrepiece is the requirement around algorithms, which are used to decide what is shown in people&#8217;s social media feeds.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ofcom says tech firms will need to configure their algorithms to filter out the most harmful content from children\u2019s feeds, and reduce the visibility and prominence of other harmful content.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Other proposed measures include forcing companies to perform more rigorous age checks if they show harmful content, and making them implement stronger content moderation, including a so-called &#8220;safe search&#8221; including making &#8220;a commitment to strengthen the Online Safety Act in the first half of the next parliament.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">They also ask for mental health and suicide prevention into the school curriculum.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;While we will study Ofcom\u2019s latest proposals carefully, we have so far been disappointed by their lack of ambition,&#8221; they add in the letter.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h2 id=\"Step-up\" class=\"ssrcss-1ipj56t-Heading e10rt3ze0\" tabindex=\"-1\"><span role=\"text\">&#8216;Step up&#8217;<\/span><\/h2>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The government insists the measures announced by Ofcom &#8220;will bring in a fundamental change in how children in the UK experience the online world.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Technology Secretary Michelle Donelan urged big tech to take the codes seriously:<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;To platforms, my message is engage with us and prepare,&#8221; she said.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Do not wait for enforcement and hefty fines \u2013 step up to meet your responsibilities and act now.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Most of the tech companies contacted by the BBC did not reply or declined to comment on the record.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A Snapchat spokesperson said: \u201cAs a platform popular with young people, we know we have additional responsibilities to create a safe and positive experience,&#8221; said<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;We support the aims of the Online Safety Act and work with experts to inform our approach to safety on Snapchat.\u201d<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">And a Meta spokesperson said the firm wanted young people &#8220;to connect with others in an environment where they feel safe&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Content that incites violence, encourages suicide, self-injury or eating disorders breaks our rules and we remove that content when we find it,&#8221;
