{"id":27348,"date":"2024-03-12T06:15:45","date_gmt":"2024-03-12T10:15:45","guid":{"rendered":"https:\/\/worldjusticenews.com\/news\/?p=27348"},"modified":"2024-03-12T06:15:45","modified_gmt":"2024-03-12T10:15:45","slug":"prisoners-could-be-released-up-to-two-months-early-to-ease-overcrowding","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2024\/03\/12\/prisoners-could-be-released-up-to-two-months-early-to-ease-overcrowding\/","title":{"rendered":"Prisoners could be released up to two months early to ease overcrowding"},"content":{"rendered":"<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Some prisoners could be released up to two months early to relieve overcrowding in jails in England and Wales, the justice secretary has said.<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Alex Chalk said the policy would only apply to &#8220;certain low-level offenders&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Last autumn, he announced &#8220;less serious offenders&#8221; could be\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-67116658\" target=\"_blank\" rel=\"noopener\">released up to 18 days early<\/a>. This has now been extended to between 35 and 60 days.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Labour said the government had failed to build enough prisons and that the announcement had been &#8220;snuck out&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The prison population has ballooned in recent decades as a result of tougher sentences and court backlogs.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Chalk said the changes &#8211; which were published on the UK Parliament website &#8211; would be for a &#8220;limited period&#8221;. No timeframe was given.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He added that &#8220;where necessary, electronic monitoring will be applied&#8221; to &#8220;enhance public protection&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">According to figures from the Ministry of Justice, the prison population stood at 88,220 as of 8 March. Operational capacity is just over 89,000.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Projections released by the government suggest that the prison population could reach 94,400 by March 2025 and between 93,100 and 106,300 by March 2027.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Howard League, a prisons charity, states that the prison estate should not hold more than 79,597 people.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Chalk is the justice secretary for England and Wales. The prison services in Scotland and Northern Ireland are devolved, meaning they are under the control of the respective nations.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">As well as the early release of some prisoners, Mr Chalk outlined a number of other points to &#8220;ensure&#8221; the government has &#8220;sufficient prison capacity in order to lock up the most serious and dangerous offenders&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">These included:<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"unordered-list-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>Delivering 10,000 new prison places by the end of next year, and creating 20,000 in total<\/li>\n<li>Some inmates doubling up in cells &#8220;where safe to do so&#8221;<\/li>\n<li>The Ministry of Justice working to double the number of Foreign National Offenders (FNOs) it deports<\/li>\n<li>\u00a353m of extra funding allocated to make &#8220;the bail process more efficient&#8221;<\/li>\n<li>And in the year 2024\/25, making \u00a322m &#8220;available&#8221; to fund community accommodation<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Shadow justice secretary Shabana Mahmood said the situation was &#8220;a crisis of the Tories&#8217; own making&#8221; and that it &#8220;puts the public at risk&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Successive Conservative governments have failed to build enough prison places,&#8221; she said.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;This has led to them granting early release to violent criminals, domestic abusers, and burglars.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She accused the government of &#8220;releasing prisoners in secret&#8221; and said the public would be &#8220;rightly alarmed&#8221; that it had &#8220;activated a supposedly temporary scheme indefinitely&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;The justice secretary has a duty to be candid with the public,&#8221; she said.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;After 14 years of the Tories, prison violence is still rocketing, staff are leaving in droves, and high reoffending rates mean prison leavers often end up back in custody.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;A Labour government would get\u2026 new prisons built to ease the capacity crisis. And we&#8217;ll make prisons work as part of our mission [to] make Britain&#8217;s streets safe.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/assets.publishing.service.gov.uk\/media\/649d34bf45b6a2000c3d450a\/An_inspection_of_the_Home_Office_s_operations_to_effect_the_removal_of_Foreign_National_Offenders_Oct_2022_to_Feb_2023.pdf\" target=\"_blank\" rel=\"noopener\">A report published last summer<\/a>\u00a0by the recently sacked independent borders inspector, David Neal, was critical of the Home Office&#8217;s handling of FNO cases.
