{"id":26260,"date":"2023-10-11T05:19:28","date_gmt":"2023-10-11T09:19:28","guid":{"rendered":"https:\/\/worldjusticenews.com\/news\/?p=26260"},"modified":"2023-10-11T05:19:28","modified_gmt":"2023-10-11T09:19:28","slug":"ontario-greenbelt-canada-police-probe-doug-ford-land-deal","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2023\/10\/11\/ontario-greenbelt-canada-police-probe-doug-ford-land-deal\/","title":{"rendered":"Ontario Greenbelt: Canada police probe Doug Ford land deal"},"content":{"rendered":"<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-hmf8ql-BoldText e5tfeyi3\">The Royal Canadian Mounted Police (RCMP) have opened a criminal probe into a land deal brokered by Ontario Premier Doug Ford and his government.<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Greenbelt land swap sought to open parts of an environmentally-protected area near Toronto for development.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It was scrapped in September after an ethics report found that Mr Ford&#8217;s government &#8220;favoured certain developers&#8221; in the deal.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Ford said his government will &#8220;fully cooperate&#8221; with the police.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The criminal investigation into the Greenbelt deal was announced by the RCMP on Tuesday. The federal police force said it will be handled by its Sensitive and International Investigations unit, which handles political probes around fraud, corruption and breach of trust.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It added it will not provide any further details on the nature of the probe to ensure a &#8220;fair and proper&#8221; outcome.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;While we recognize that this investigation is of significant interest to Canadians, the RCMP has a duty to protect the integrity of the investigations that it carries out,&#8221; Cpl Christy Veenstra said in a statement.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It is the latest development in a political scandal surrounding the Ontario government&#8217;s plan to open up 3,000 hectares of the Greenbelt &#8211; environmentally-protected land that arcs around the Greater Toronto Area, stretching from Niagara Falls to Peterborough.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Ford, a Progressive Conservative,\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/toronto.ctvnews.ca\/ontario-election-2018\/doug-ford-reverses-his-plan-says-he-will-not-develop-on-greenbelt-1.3910587\" target=\"_blank\" rel=\"noopener\">previously pledged that he would not touch the Greenbelt<\/a>\u00a0after he was first elected in 2018.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, he walked back his promise after he was elected for a second term in 2022, and said that\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/globalnews.ca\/news\/9257756\/greenbelt-housing-ontario-needed-immigration-ford\/\" target=\"_blank\" rel=\"noopener\">opening the Greenbelt is necessary to build more homes<\/a>\u00a0amid a\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.com\/news\/world-us-canada-66600600\" target=\"_blank\" rel=\"noopener\">worsening housing crisis in Ontario.<\/a><\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.thestar.com\/news\/gta\/does-ontario-need-to-build-on-the-greenbelt-to-ease-the-housing-crisis-not-so\/article_3cce251a-2481-500e-be91-0c6d62f125a9.html\" target=\"_blank\" rel=\"noopener\">Experts have countered this<\/a>\u00a0and said there is enough space for development outside the protected Greenbelt, which includes farmland, forests and wetlands. The plan was also widely opposed by environmental advocates.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Several\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.thestar.com\/news\/investigations\/they-recently-bought-greenbelt-land-that-was-undevelopable-now-the-ford-government-is-poised-to\/article_05baa6ed-0057-57fa-aca0-00831549cc09.html\" target=\"_blank\" rel=\"noopener\">news investigations later revealed that key parcels of land in the deal<\/a>\u00a0are owned by developers who are large donors to Ontario&#8217;s Progressive Conservative party, and some had purchased the land after Mr Ford took office.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">One of the developers\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.thestar.com\/news\/investigations\/insiders-government-appointees-also-attended-doug-ford-s-daughter-s-wedding\/article_9db939c2-3507-5090-9869-3fe3bf48aa88.html\" target=\"_blank\" rel=\"noopener\">was invited to the wedding of Mr Ford&#8217;s daughter in 2022<\/a>, raising questions about potential conflicts of interest behind the deal.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The revelations led the opposition Ontario Liberal Party to call for a formal probe into the deal to see whether certain developers were told in advance about it, and who will stand to profit if the land is opened up for development.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In August, two probes &#8211;\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.auditor.on.ca\/en\/content\/specialreports\/specialreports\/Greenbelt_en.pdf\" target=\"_blank\" rel=\"noopener\">one by Ontario&#8217;s auditor general<\/a>\u00a0and\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.oico.on.ca\/web\/default\/files\/public\/Commissioners%20Reports\/Report%20Re%20Minister%20Clark%20-%20August%2030%2C%202023.pdf\" target=\"_blank\" rel=\"noopener\">another by the integrity commissioner<\/a>\u00a0&#8211; found that the Greenbelt deal was the product of a &#8220;biased&#8221; process driven by senior political staff that favoured certain developers.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">They also found that the owners of the land newly-opened for development could see their net worth increase by more than C$8.3bn ($6.11bn; \u00a34.97bn).<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In early September, both Ontario&#8217;s Housing Minister Steve Clark, as well as his former chief of staff, Ryan Amato, had resigned over the revelations. The probes found that Mr Amato had played a key role in the Greenbelt plan.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Another minister, Kaleed Rasheed,\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/kaleed-rasheed-resigns-greenbelt-ford-1.6973107\">resigned later in September<\/a>\u00a0after it was revealed through media reports that he had travelled to Las Vegas at the same time as one of the developers that would have benefited from the Greenbelt deal.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A day later, on 21 September,\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/toronto.ctvnews.ca\/ontario-premier-doug-ford-apologizes-reverses-plan-to-develop-greenbelt-1.6572062\" target=\"_blank\" rel=\"noopener\">Mr Ford scrapped the Greenbelt plan<\/a>\u00a0and apologised for breaking his previous promise to not open environmentally-protected land for development.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;We moved too quickly and we made the wrong decision,&#8221; he said. &#8220;This process, it left too much room for some people to benefit over others. It caused people to question our motives.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">As part of the probe, Ontario&#8217;s auditor general, Bonnie Lysyk, shared her revelations with police to see if a criminal investigation was warranted.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Ford has maintained that no criminal wrongdoing took place.
