how Mr Khalife escaped.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"unordered-list-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li><a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/live\/uk-66728340\" target=\"_blank\" rel=\"noopener\">Live: UK-wide hunt for escaped terror suspect<\/a><\/li>\n<li><a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-66736809\" target=\"_blank\" rel=\"noopener\">Questions over how prisoner managed to escape<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A working theory is that Mr Khalife had been in the kitchen when he began his escape from HMP Wandsworth, a category B prison in south-west London, at around 07:50 BST.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He is 6ft 2ins tall and was last seen wearing a prison-issue chef&#8217;s uniform of a white T-shirt, red and white chequered trousers and brown steel toe cap boots, police said.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Police believe Mr Khalife poses a &#8220;low risk&#8221; to the public but people are being urged not to approach him and to call 999 instead.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Khalife, who joined the Army in 2019, has links to the Kingston area of London and to the North West, but the search has been expanded across the country.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">As the manhunt stretches into the night, there are no signs that police have made a breakthrough &#8211; and the Met&#8217;s decision to seek the public&#8217;s help could suggest that any initial leads had gone cold.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Cdr Dominic Murphy, head of the Met&#8217;s Counter Terrorism Command, confirmed all police forces and UK border points have been put on notice.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Airports and ports have been asked to carry out additional security measures, resulting in delays being reported across the UK, including at Heathrow Airport, Manchester Airport, and the Port of Dover.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Disruption at border departure points is expected to ease this evening.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Cdr Murphy said counter-terror officers were being deployed across London, where the search is being focussed.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But he said Mr Khalife &#8220;could be anywhere in the country at the moment and we are mindful of the risk of him potentially leaving the country&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The former soldier was on remand awaiting trial in relation to terrorism and Official Secrets Act offences, including preparing an act of terrorism and collecting information useful to an enemy. He was allegedly working for a hostile state.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In February,\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-stoke-staffordshire-64556245\" target=\"_blank\" rel=\"noopener\">Westminster Magistrates&#8217; Court heard<\/a>\u00a0he allegedly left fake devices at MOD Stafford, where he was based, &#8220;with the intention of inducing in another the belief the item was likely to explode or ignite&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A previous court appearance heard he &#8220;elicited&#8221; personal information about soldiers from the Ministry of Defence Joint Personnel Administration System which was &#8220;likely to be useful to a person committing or preparing an act of terrorism&#8221; in 2021.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h2 id=\"Why-was-exsoldier-not-in-higher-security-jail\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><span role=\"text\">Why was ex-soldier not in higher security jail?<\/span><\/h2>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Questions are privately being asked in government about whether it was appropriate that Mr Khalife was being held at a lower security prison, rather than a high security facility like Belmarsh in south-east London.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He had previously disappeared from his base on 2 January after the alleged offences, before being arrested &#8220;in or near his car&#8221; on 26 January after &#8220;active efforts to look for him&#8221;, a previous court hearing heard.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mr Khalife was denied bail and when he appeared in court via video link in July, he was being held at HMP Wandsworth, a category B facility.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Labour shadow justice secretary Shabana Mahmood said the government needed to &#8220;urgently explain how they can&#8217;t do the basic job of keeping potentially dangerous criminals locked up&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Justice Secretary Alex Chalk has ordered an investigation into the escape and has sought &#8220;reassurances about security at the prison&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He has held two rounds of talks with officials at the Prison and Probation Service, as well as HMP Wandsworth&#8217;s governor, to ask why Mr Khalife was not being held at a high security prison and whether proper protocols were followed once the alarm was raised.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It is understood that No 10 is being kept updated on the situation.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;An internal investigation is under way and the justice secretary is working to understand from operational colleagues this evening both the categorisation decision and the situation that led to the escape, what protocols were in place and if they were followed&#8221;, a Prison Service spokesperson said.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Ian Acheson, a justice expert who has advised the government on counter-terrorism in prisons and was head of security at HMP Wandsworth in the 1990s, called the escape &#8220;very serious&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He told BBC News that the category B prison is &#8220;not an obvious place for somebody who has been charged with terror offences and is potentially a national security risk&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-xza2yt-ComponentWrapper ep2nwvo1\" &#8211; the constituency where the prison is situated &#8211; said the jail is &#8220;chronically understaffed&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She pointed to\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/questions-statements.parliament.uk\/written-questions\/detail\/2022-12-16\/112140\" target=\"_blank\" rel=\"noopener\">figures she obtained<\/a>\u00a0showing that around a third of the shifts that needed to be covered on a single day in December 2022 were unfilled.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">At the time of his escape, Mr Khalife was being held on remand pending a trial due to begin on 13 November at Woolwich Crown Court.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Ministry of Defence has confirmed he had been kicked out of the armed forces earlier this year, despite the fact he has not been found guilty.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A spokesman said: &#8220;As a result of being held on remand for these charges, Daniel Khalife was been discharged from the Army on 22 May, 2023.&#8221;<\/p>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h2 id=\"How-did-this-happen\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><span role=\"text\">How did this happen?<\/span><\/h2>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Within hours of the escape, questions were being asked about why Mr Khalife was not being held in a high security prison and how he was able to slip through the net, which have continued today.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Justice secretary Alex Chalk held two rounds of talks with the Prisons and Probation Service, as well as the governor of Wandsworth, on Wednesday, and he ordered a formal investigation.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Shadow home secretary Yvette Cooper told the BBC that Wandsworth prison &#8211; which for the last few years has held 60-80% more prisoners than it was designed for &#8211; has long been known for its overcrowding and staffing issues.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She said Mr Khalife&#8217;s escape shows &#8220;there has been a failure&#8221;, adding: &#8220;Any government has to make sure national security is taken immensely seriously and ministers need to respond to warnings that are given to them.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Mark Fairhurst, chairman of the Prison Officers&#8217; Association (POA), said the union had been saying since 2010 that &#8220;cuts have consequences&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" &#8211; a high security prison in south-east London &#8211; and that he &#8220;couldn&#8217;t understand&#8221; why he was not.<\/p>\n<\/div>\n<\/div>\n<div Chalk told the House of Commons on Thursday that Mr Khalife &#8220;will be found and he will be made to face justice&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He said that &#8220;no stone must be left unturned in getting to the bottom of what happened,&#8221; and added that he wanted to know who was on duty on Wednesday morning &#8220;ranging from the kitchen to the prison gate&#8221;, and what protocols were in place.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He told MPs that he has ordered two urgent reviews into the categorisation and placement of all prisoners at Wandsworth, and all those in custody charged with terrorism offences.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Prison escapes have been rare in recent years, with just five since 2017, and fewer than 20 since 2010.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The last infamous escape involving terrorism inmates was the escape from Whitemoor prison in 1994 by IRA prisoners.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.justiceinspectorates.gov.uk\/hmiprisons\/wp-content\/uploads\/sites\/4\/2022\/01\/Wandsworth-web-2021.pdf\" target=\"_blank\" rel=\"noopener\">January 2022 report by HM Inspectorate of Prisons<\/a>\u00a0said a &#8220;serious security breach had led to an escape&#8221; from HMP Wandsworth in 2019.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The report said the inspectorate had been given &#8220;some assurance that action to prevent further escapes had been taken&#8221; but said &#8220;current local security data evidenced some concerns in the physical aspects of security&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The prison was placed on lockdown in the hours following Mr Khalife&#8217;s escape but restrictions
