{"id":22742,"date":"2022-07-09T08:30:31","date_gmt":"2022-07-09T12:30:31","guid":{"rendered":"http:\/\/worldjusticenews.com\/news\/?p=22742"},"modified":"2022-07-09T08:30:31","modified_gmt":"2022-07-09T12:30:31","slug":"arizona-to-ban-people-filming-police-officers-within-8-feet","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2022\/07\/09\/arizona-to-ban-people-filming-police-officers-within-8-feet\/","title":{"rendered":"Arizona to ban people filming police officers within 8 feet"},"content":{"rendered":"<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\"><b class=\"ssrcss-hmf8ql-BoldText e5tfeyi3\">A law in the US state of Arizona will ban people from filming police officers at short distances, with possible fines or jail for those who don&#8217;t comply.<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Critics call the law a threat to free speech and the right to a free press.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Police are often filmed by bystanders and footage has occasionally resulted in officer misconduct being exposed.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The law comes into effect on 24 September and will make it illegal to film police officers in the state within a distance of 8 feet (2.4m).<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">People who ignore a verbal warning and continue filming risk a misdemeanour charge and up to 30 days in jail.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The law, however, makes exceptions for people interacting with police, or in enclosed area on private property.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">State representative John Kavanagh &#8211; who sponsored the bill &#8211; has argued it is necessary because &#8220;groups hostile to the police&#8221; sometimes &#8220;get dangerously close to potentially violent encounters&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"unordered-list-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li><a class=\"ssrcss-k17ofw-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-60091787\" target=\"_blank\" rel=\"noopener\">Do crime apps and viral videos stop bystanders helping?<\/a><\/li>\n<li><a class=\"ssrcss-k17ofw-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-52942519\" target=\"_blank\" rel=\"noopener\">They filmed police brutality &#8211; then faced a backlash<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">&#8220;Getting very close to police officers in tense situations is a dangerous practice that can end in tragedy,&#8221; he wrote in USA Today in March. &#8220;Police officers have no way of knowing whether the person approaching is an innocent bystander or an accomplice of the person they&#8217;re arresting who might assault them.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Opponents of the law, however, say it attempts to discourage people from exercising their rights to film on public property, violating their constitutionally-protected First Amendment rights to free speech.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Additionally, the National Press Photographers Association &#8211; an industry group that includes still and TV news photographers &#8211; filed an objection to the law in February, arguing that it &#8220;runs counter to the clearly established right to photograph and record police officers performing their official duties in a public place.&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Bystander footage of police encounters with the public has played a prominent role in the debate over police misconduct and brutality, particularly against African Americans.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Video of George Floyd&#8217;s death at the hands of Minneapolis police officer Derek Chauvin &#8211; which was taken by a 17-year-old bystander &#8211; later proved to be a key part in the case against the officer.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">This week, Chauvin was sentenced to 20 years in prison for violating Mr Floyd&#8217;s civil rights.
