{"id":21624,"date":"2022-03-29T08:06:36","date_gmt":"2022-03-29T12:06:36","guid":{"rendered":"http:\/\/worldjusticenews.com\/news\/?p=21624"},"modified":"2022-03-29T08:06:36","modified_gmt":"2022-03-29T12:06:36","slug":"twenty-fines-to-be-issued-over-no-10-lockdown-parties","status":"publish","type":"post","link":"https:\/\/worldjusticenews.com\/news\/2022\/03\/29\/twenty-fines-to-be-issued-over-no-10-lockdown-parties\/","title":{"rendered":"Twenty fines to be issued over No 10 lockdown parties"},"content":{"rendered":"<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\"><b class=\"ssrcss-hmf8ql-BoldText e5tfeyi3\">Twenty fines will be issued as part of the police inquiry into Downing Street parties that breached Covid rules.<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The police will not be saying who is fined or confirming which events the fixed penalty notices relate to.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">However, Downing Street has said it would say if the prime minister is among the recipients.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Fixed penalty notices are a sanction for breaking the law, and mean a fine which needs to be paid within 28 days, or contested.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">If someone chooses to contest the fine, the police will then review the case and decide whether to withdraw the fine or take the matter to court.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The police say there is still a &#8220;significant amount&#8221; of material to be assessed and that more fines could come in the future.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"unordered-list-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li><a class=\"ssrcss-1gfaiii-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-60124162\" target=\"_blank\" rel=\"noopener\">Which parties are police investigating?<\/a><\/li>\n<li><a class=\"ssrcss-1gfaiii-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-59577129\" target=\"_blank\" rel=\"noopener\">The Covid rules when Downing Street parties were held<\/a><\/li>\n<li><a class=\"ssrcss-1gfaiii-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-59952395\" target=\"_blank\" rel=\"noopener\">A timeline of the lockdown parties<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">In a statement they said: &#8220;We are making every effort to progress this investigation at speed and have completed a number of assessments.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The police have been investigating 12 events that may have breached coronavirus lockdown rules, including at least three attended by Boris Johnson.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">As part of their inquiries, they have sent out over 100 questionnaires to ask about people&#8217;s participation in the events.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Reports of gatherings during the lockdown prompted public anger and several Conservative MPs called for the prime minister to resign.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">However, since the outbreak of the war in Ukraine, some have withdrawn their demand.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Others have said they are withholding judgement until the police conclude their investigation, and an internal inquiry is published.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Mr Johnson had previously insisted that &#8220;guidelines were followed at all times&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">He later apologised for attending a drinks party in the Downing Street garden in May 2020, but insisted that he believed it was a work event.<\/p>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Labour&#8217;s deputy leader Angela Rayner said: &#8220;After over two months of police time, 12 parties investigated and over a hundred people questioned under caution, Boris Johnson&#8217;s Downing Street has been found guilty of breaking the law.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">&#8220;The culture is set from the very top. The buck stops with the prime minister, who spent months lying to the British public, which is why he&#8217;s got to go.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Sir Ed Davey, leader of the Liberal Democrats, said &#8220;If Boris Johnson thinks he can get away with partygate by paying expensive lawyers and throwing junior staff to the wolves, he is wrong.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">&#8220;We all know who is responsible. The prime minister must resign, or Conservative MPs must sack him.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">A campaign group for bereaved relatives of people who died with Covid said the prime minister &#8220;should have resigned months ago over this&#8221;.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">In a statement, the group said: &#8220;It&#8217;s crystal clear now that whilst the British public rose to the challenge of making enormous sacrifices to protect their loved ones and their communities, those at 10 Downing Street failed.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Speaking before the fines were announced, Education Minister Will Quince told Radio 4&#8217;s Today programme the &#8220;events that took place shouldn&#8217;t have happened&#8221; and added that there had been &#8220;considerable change&#8221; in Downing Street since the revelations of lockdown events.<\/p>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">When stories emerged about events held in government buildings during the Covid lockdowns, senior civil servant Sue Gray was asked to lead an inquiry.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">She had been due to produce her full report into the parties last month, but had to delay publication when the police announced their own investigation.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Instead Ms Gray\u00a0<a class=\"ssrcss-1gfaiii-InlineLink e1no5rhv0\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-60203287\" target=\"_blank\" rel=\"noopener\">released her initial findings<\/a>\u00a0in which she criticised &#8220;failures of leadership and judgement&#8221; in government.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The police have been looking into 12 of the 16 events listed in her report. Opposition parties are still calling on the prime minister to resign, but some Tory MPs are more reluctant because of the crisis in Ukraine.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">There are though Conservative who are deeply uncomfortable with the idea of lockdown parties while everyone else was being told not to mix. The notice will be referred to the courts. In the worst case scenario, a magistrate could issue a warrant for someone to be arrested and hauled before them for non-payment.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Challenging an FPN is complicated and has been much criticised as opaque and potentially unfair by expert lawyers.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Sometimes an individual police force may reverse a decision after direct lobbying.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The alternative is to argue it out in court. But that is expensive &#8211; and losing leads to a criminal conviction as it&#8217;s a criminal court ruling.
