that allowed Harry Dunn death suspect Anne Sacoolas to claim diplomatic immunity.<\/p>\n<p>Mrs Sacoolas &#8211; the wife of a diplomat at RAF Croughton, Northamptonshire &#8211; was able to leave the UK\u00a0<a class=\"story-body__link\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-northamptonshire-53096466\" target=\"_blank\" rel=\"noopener noreferrer\">thanks to the &#8220;secret agreement&#8221;<\/a>.<\/p>\n<p>She has been accused of killing the 19-year-old in a crash near the base.<\/p>\n<p>Mr Dunn&#8217;s mother said the change, which is not thought to be retrospective, was a &#8220;huge step in the right direction&#8221;.<\/p>\n<p>Charlotte Charles told the BBC: &#8220;We now need Dominic Raab to work with us to make sure that we get her back to the UK to face justice at some point soon.&#8221;<\/p>\n<p>The foreign secretary has said relatives of US staff at the air base can face prosecution under the amended rules where they may previously have been immune.<\/p>\n<p>Mr Raab said the new arrangements had &#8220;closed the anomaly that led to the denial of justice in the heartbreaking case of Harry Dunn&#8221;.<\/p>\n<p>He said he appreciated the changes &#8220;won&#8217;t bring Harry back&#8221; but hoped they may &#8220;bring some small measure of comfort&#8221; to his family.<\/p>\n<p>Ms Charles vowed to continue the family&#8217;s campaign to put Mrs Sacoolas before a UK court.<\/p>\n<p>&#8220;We always live with hope that one day she might just decide of her own accord to put herself on a plane and come back over here&#8221;, she said.<\/p>\n<p>&#8220;We definitely will keep the pressure up&#8221;, she said.<\/p>\n<p>Ms Charles said she wanted Mrs Sacoolas to &#8220;see what her own country has agreed to with the anomaly they&#8217;ve now amended&#8221;.<\/p>\n<p>Northamptonshire Police said it understood the changes would not be retrospective but welcomed the move.<\/p>\n<p>The US State Department said the amendment was a &#8220;reflection of our especially close relationship&#8221; with the UK.<\/p>\n<p>Northamptonshire Police said it would continue working with British prosecutors to ensure Mrs Sacoolas was returned from the US to face court proceedings.<\/p>\n<p>Mrs Sacoolas, 42, was charged with causing death by dangerous driving in December.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"https:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/1830C\/production\/_110248099_diplomatwife.jpg\" alt=\"Anne Sacoolas\" width=\"976\" height=\"700\" data-highest-encountered-width=\"624\" \/><\/span><figcaption class=\"media-caption\"><span class=\"media-caption__text\">Anne Sacoolas, pictured on her wedding day in 2003, cited diplomatic immunity after the crash outside RAF Croughton (Image: Aiken Standard Archive)<\/span><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>A Home Office extradition request was refused by US secretary of state Mike Pompeo in January, and American officials said the\u00a0<a class=\"story-body__link\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-northamptonshire-52630089\" target=\"_blank\" rel=\"noopener noreferrer\">decision was final<\/a>.<\/p>\n<p>It is believed Mrs Sacoolas was driving on the wrong side of the road when Mr Dunn was killed.<\/p>\n<p>There have been reports of other vehicles spotted driving on the wrong side of the road near the base, including one which was\u00a0<a class=\"story-body__link\" href=\"https:\/\/www.bbc.co.uk\/news\/av\/uk-england-northamptonshire-51507857\" target=\"_blank\" rel=\"noopener noreferrer\">shown in a YouTube video<\/a>\u00a0in February.<\/p>\n<figure class=\"media-landscape no-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"https:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/516A\/production\/_112924802__104759286_dominiccasciani_tr-nc.png\" alt=\"Analysis box by Dominic Casciani, home affairs correspondent\" width=\"1706\" height=\"340\" data-highest-encountered-width=\"624\" \/><\/span><\/figure>\n<p>Anne Sacoolas, the alleged killer of Harry Dunn, is never going to be extradited from the US because Washington is standing firm that she is entitled to diplomatic immunity.<\/p>\n<p>This claim of immunity was the product of a legal loophole that needed to be fixed &#8211; a loophole that nobody apparently spotted until tragedy struck.<\/p>\n<p>Officials of foreign governments who are officially operating in another country have immunity from prosecution under long-standing international law. This legal principle of immunity has long been accepted by states as necessary to help foster good relations between them.<\/p>\n<p>But limits can be imposed by agreement.
